Russell until July? Or would he have rotated through different companies prior to Company C? I'm assuming a soldier was put in one company and kept there unless that company was disbanded (like K), but thought I would check and make sure. If so, Baker was out in Wyoming for even less time than I realized.

For that time between the end of March when he enlisted and July when he arrived (assuming that's the case) was there the equivilent of "boot camp" that he would have gone through? Would that have been in Columbus, where he met Pence and Thornburg? Ray, was that something talked about in "Beans and Hay"?

Thanks for the help guys. In exchange I'm happy to answer ANY questions you have about dime novels! :-)
Fort D. A. Russell Timeline (from Audrey)

Synopsis of my 17-page compilation of 15 best websites on Fort Russell

1862. The Railroad Act of 1862 for a transcontinental railroad includes a military installation on the eastern slope (Front Range) of the Rockies to protect railroad workers from Indian attacks.

1867 (July 4). Union Pacific Railroad establishes mountain regional headquarters at a place called “Crow Creek Crossing,” later renamed Cheyenne. (Crow Creek is a branch of the South Platte River.) A few weeks later, U.S. Cavalry moves 3 miles west of Cheyenne to establish Fort D. A. Russell, an infantry and cavalry post named after a Mexican War and Civil War (Union) veteran and native New Yorker Brig. Gen. [Brevet Major General] David Alan Russell, killed in action at Chantilly, VA. OR at the Battle of Opequon Creek near Winchester, VA on Sep. 19, 1864 (sources vary). The site is chosen by Gen. C. C. Augur, a former Union Commander. The new fort is located almost halfway between Mexico and Canada and only a few hundred miles closer to Los Angeles than New York City. Aside from its strategic location and its protection of the railroad workers, railroad property, and lines of travel to Denver and Laramie, it serves as a central supply point for the U.S. military (quartermaster depot known as Camp Carlin [1867-88]). The National Park Service link said no remains are extant for the Camp, but there is a granite monument there, on First Street near the railroad crossing. You could say that the city of Cheyenne AND the fort began the same year. “F. E. Warren’s museum curator and local historian, Paula Taylor, said the commanding general plotted both the post and the town on the same day. ‘He knew the fort needed the town as much as the town needed the fort….After a few days in Cheyenne, it becomes clear that the base and the community are one.’ ” (quoted in Mark Kinkade’s Airman article, Nov. 2004).

1867-68. Detachments of the 30th Infantry and 2nd Cavalry move into wood frame quarters (one source said log cabins) for the winter. (One source said the enlisted men lived in them, with officers bivouacked in tents for the first winter.) Col. John D. Stevenson (Brevet Major General Volunteers, Brevet Brig. Gen. Regular Army) is Commander. The dwellings are set in an usual diamond-shaped parade ground arrangement (800x1040 ft., with an opening/old main gate to the east at the end of Randall Avenue) to protect against the harsh winds of the then treeless plains. The fort was never stockaded, as many people think of all western forts; it was of the open plan. Wyoming is known for bitterly cold winters. (East of the fort are the Great Plains; to the west and south are the Rockies.)

1876. Troops from Ft. Russell participate in the Great Sioux Indian Wars of 1866-1877 (where LTC Custer’s forces were defeated).

1880. Population of Wyoming is almost 21,000. (Wyoming tourism timeline)

1884. Ft. Russell is made a permanent installation by the War Department, with orders to rebuild the post to serve 8 infantry companies. This was the same time period when the Indian Wars are considered basically over. Twenty-seven red brick buildings are built for $100,000. Thousands of trees are planted. Between 1885 and 1930, over 220 brick buildings are built; all (some sources say most) remain in use today (with modern interior modifications, but historic exteriors preserved.) Many of the original brick buildings were stables to house the almost 20,000 horses and mules.

1886. Congress had formed 4 black regiments (9th & 10th Calvary, 24th & 25th Infantry) in 1866; all but the 25th eventually served at Ft. Russell. The 9th Cavalry arrive at Ft. Russell in 1886, and begin fighting the Sioux in 1889 (this date sounds questionable). The black soldiers came to be known as “Buffalo Soldiers” from the Indians calling them courageous and strong as the spiritual buffalo. The Fort at one time was the largest cavalry post in the U.S. (cavalry remained there until 1927).

1890 (July 10). Wyoming is admitted into the Union as the 44th state on July 10. Population of Wyoming is over 62,000. Cheyenne is the capital city. July may also be the month Roy Baker arrived at Ft. Russell; Cpt. Roberts mentions Baker joining his company in July (see Dan's blog comment about determining Baker's arrival date at Ft. Russell).

1890 (October 2). Roy Baker is murdered.

1898. The 8th Infantry at Ft. Russell leaves for Cuba to serve in the Spanish-American War.

1900. Population of Wyoming is over 92,000. (Wyoming tourism timeline)

1901. Troops from Ft. Russell go to the Philippines to help put down the insurrection.

1902. Largely because of Sen. Francis E. Warren of Wyoming, Ft. Russell is selected for expansion (the fort is later renamed in his honor and is now known as Warren Air Force Base).

1929. Fort is renamed Ft. F. All of the articles are on Proquest Historical, and the dissertation is on Digital Dissertation. The dime novels themselves can all be found at the Library of Congress on microfilm. If anyone is interested in this angle, I'll be happy to share my findings, or provide you the quotes I've lifted from the novels themselves. Again, there is no smoking gun dime novel that is exactly like Roy and the gang. So I've had to contruct my argument by looking at specific elements of the dime novel and what happened in Wyoming, as opposed to "in this dime novel three soldiers stole guns and then headed to a mill in the hills of Wyoming for a life a crime." A. Russell and Army life in general. I began my research with Ray to examine the logs from Fort D. A. Russell to determine who was on guard duty the night Roy Baker was killed. A search of the Old Army Section of the National Archives resulted in no guard log is listed as a holding there. There were general instructions/orders to the guard issued by the Commanding Officer (Col Mizner) or his Adjutant from the 1878-1883 time frame. But these were not the daily log that would have recorded who was on guard duty the night Roy Baker was killed.

A subsequent trip to the Archives examining general correspondence, revealed a report by the Post Adjutant, First Lieutenant Ruhler to the Commanding Officer Colonel Mizner. The subject of was statisics and other information relative to desertion of enlisted personnel at Fort D. A. Russell. In this four page report the Post Adjutant recorded the number of enlisted who deserted by company during the fiscal years ending on 30 June 1887, 1888, and1889. Basically it shows a high number of enlisted deserters during those years. It also compares the enlistment statistics of those who signed up at the depots with those who enlisted at the post itself. Those who enlisted from the depots had a 27% desertion rate compared with those who enlisted on post that had a 53% desertion rate. The report provides explanation of the desertions in the geographical location of Fort D. A. Russell. The remote location, the harsh climate forcing men indoors without adequate exercise and the lack of opportunities for activities such as fishing, hunting and swimming compound the enlisted men's dissatisfaction with the fort. It goes further to state that even with a high number of passes and furloughs issued to the men(higher than other posts in the Army) to go to the nearby town of Cheyenne, desertion is still a problem. It concludes with a basic assumption that some men who desert will desert at any location regardless of circumstances and army administrative efforts to contain them. I will bring this copied report to class on Monday to present and give to the archive blog.

Another aspect of my report is to examine any moral efforts to address the "recreational activities" of Army soldiers with prostitution. If it appears that I am going beyond what is reasonable in my build out, I will remain with efforts to address peacetime problems with its soldiers at Fort D. A. Russell.

Frank Parkison Info from Dan Gifford

Franklin Parkson was 3 years old for the 1870 census. He was the son of John and Mary Parkison in Pickaway County, OH. His father was a farm laborer. His father was also 54 in 1870, his mother was 25. He had two sisters, Margaret age 8 and Mary, 8 months.

For the 1880 census Frank was living with another family in Pickaway County. He was 13. The family was W.M. Traphague and Eliza Traphague, both age 24. Eliza had just given birth to 1-month-old Charles, and Eliza's sister Ellen Cassill was staying with the family at the time of the census. There was no relation listed between Frank and the family, so I suspect he was working a farm hand for a young family just starting out.

Sources: 1870 Census. One aspect of this will be military discipline, so I intend to look at the disciplinary atmosphere, which should include the Commander’s authority, the way he exercised that authority, and the application of military law.

I have made a start on finding source material on garrison life and the Commander’s legal authority. I have not had a chance to go to the National Archives and look for unit logs, but I have spoken to the historian at the US Army Center for Military History at Carlisle Barracks. He said that if this material is anywhere, it would be in the archives. Brian and I have corresponded about this and are collaborating on finding this material. He went to the Archives Friday, but came up empty. I’d hoped that the logs might show a pattern of disciplinary problems and the means taken to enforce discipline.

In a broader sense, I have leads on several secondary sources about late 19th century Army life that I got from Carlisle Barracks and from some of you. I’ve looked at Don Rickey’s Forty Miles a Day on Beans and Hay, which appears promising. It is available online from the GMU library. Another online resource at the library is Michael Tate’s The Frontier Army and the Settlement of the West. I went through this quickly, but it appears to have a nice summary of the uses to which the soldier was put in Western outposts. I visited the library this weekend and checked out a few more secondary sources of this type: John D. Billings’ Hardtack and Coffee: The Unwritten Story of Army Life; and Russell Weigley’s History of the United States Army. I know of Weigley’s expertise from past experience. This should be a good overview of the late 19th century Army. I shared four journal articles with Carrie that she posted to the class blog, also of this type, and I have interlibrary loan requests posted for Oliver Knight’s Life and Manners in the Frontier Army and Edward M. Coffman’s The Old Army. I also found a general overview of late 19th century Army forts and posts in the West by Robert W. Frazer called Forts of the West, and I have an interlibrary loan request for Gerald M. Adams’ The Post near Cheyenne: the History of Fort D. A. Russell.

Legal texts have been much tougher to come by. There are a few that Carlisle Barracks recommended, but they are held by law libraries, which appear to be much more careful about loan of their materials. Nonetheless, I have interlibrary loan requests posted for several: Lewis Mayers’ The American Legal System: the Administration of Justice in the United States by Judicial, Administrative, Military, and Arbitral Tribunal, Walter Thompson Cox’ The Army and the Constitution, Richard Kohn’s The U.S. Military under the Constitution of the U.S., George B. Davis’ Military Laws of the U.S. (both the 1891 and 1913 editions), and Louis Fisher’s Military Tribunals and Presidential Power. All of those are held by one of the schools within the Washington area university library consortium, but as I said before, the law libraries (including GMU’s) make borrowers go through the formal interlibrary loan system. I have a couple of more leads to follow up via the Library of Congress and Fort Meyers (National War College).

As soon as I get through some of these sources, I’ll synopsize and make available to any and all.

Pdf articles from Ray Swider

Fratcher Article on the history of the JAG.

Gates Article on the 19th Century Army.

Rickey Article on enlisted men of the Indian Wars.

Stansfield Article on the history of the JAG.

Enlistment papers from Dan Gifford

Download here.

This is an 11 meg file to be patient when downloading.

Charles E.
